Sağlık Sen Genel Başkanı Semih Durmuş, Aile Sağlığı çalışanlarının ücretlerinde ciddi bir iyileştirme yapılması gerektiğini söyledi. Durmuş, diğer alanlarda çalışan sağlık personellerinin sorunlarına da değindi.

Sağlık-Sen Genel Başkan Semih Durmuş, “Ek ödeme kanununda ve yönetmeliğinde önemli düzenlemeler yapılmıştır. Yapılan bu düzenlemeler çalışanların önemli bir kesiminde memnuniyet yaratmış ancak belli hizmet sınıflarında ise beklentileri karşılamak bir yana büyük hayal kırıklığına neden olmuştur. Sağlık hizmetleri bir bütündür. Yapılacak olan düzenlemelerin bu bütünlüğü bozmaması gerekmektedir. Ancak yapılmış olan düzenlemelerin kapsayıcı olmaması ve çalışanların önemli bir kesiminin göz ardı edilmesi bozulmuş olan çalışma barışını daha da derinleştirerek sağlık hizmeti sunumunda büyük bir memnuniyetsizlik yaratmaktadır. Bu nedenle önümüzdeki günler içerisinde mutlak surette bir takım düzenlemelerin hayata geçirilmesi gerekmektedir” dedi. Öncelikli olarak kurumlar arası ücret adaletsizliklerinin ortadan kaldırılması gerektiğine dikkat çeken Durmuş, “Bu bağlamda, birinci basamak sağlık kuruluşlarında çalışanların teşvik ek ödeme kapsamına alınması gerekmektedir. 112 acil sağlık hizmetlerinde görev yapan sağlık çalışanlarının ek ödemeleri ise, hastane acil servislerinde görev yapan meslektaşlarının ek ödemeleri ile eş değer hale getirilmesi gerekmektedir” şeklinde konuştu.

“Aile Sağlığı Çalışanlarının Ücretlerinde Gerçekçi Bir İyileştirme Yapılmalı”

Aile hekimliği sisteminin sağlıkta dönüşümün en önemli ayağını oluşturduğuna vurgu yapan Durmuş, “Aile sağlığı çalışanlarına reva görülen destek ve teşvik ödemeleri, sağlık çalışanlarının alması gereken ücret düzeyinin çok altında kalmıştır. Dolayısıyla bu durum aile sağlığı çalışanlarının ciddi bir ücret kaybına neden olmaktadır. Bu da aile hekimliği sisteminden büyük bir kaçışa neden olacaktır. Bu nedenlerle aile sağlığı çalışanlarının ücretlerinde gerçekçi bir iyileştirmenin yapılması çok büyük bir önem arz etmektedir” şeklinde konuştu.

“Taşrada Görev Yapan Eczacıların Beklentileri Karşılanmalıdır”

Kamu eczacılarının sorunlarını da KİK toplantısında gündeme getiren Durmuş, “Eczacılık önemli bir meslektir ve dolayısıyla hak ettikleri değer verilmelidir. Bu bağlamda Sağlık Bakanlığı’na bağlı bir kuruluş olan TİTCK’ta çalışmakta olan eczacılara ön görülen ücretlerin taşrada görev yapan eczacılara da verilmesi hakkaniyet açısından önemlidir” dedi.

“Tavan Ek Ödeme Çıkmazına Son Verilmeli”

Genel idari hizmetler ve yardımcı hizmetler sınıfında görev yapan sağlık çalışanlarının temel ücretlerinde artış yapılması gerektiğini söyleyen Durmuş, genel idari hizmetler sınıfı ve yardımcı hizmetler sınıfı çalışanlarının sağlık teşkilatının içerisinde en az ücret alan kesimi oluşturduğuna dikkat çekti.

Durmuş devamında şu ifadeleri kullandı:

“Ek ödemelere yapılan düzenlemelerden neredeyse hiç faydalanamıyor olmaları büyük bir eksikliktir. Dolayısı ile yapılacak olan düzenlemelerde genel idari hizmetler ve yardımcı hizmetler sınıfında görev yapanların tavan ek ödeme çıkmazına mutlaka son verilmelidir.”

“Bakanlık Merkez Teşkilatı ve Taşra Teşkilatı Ücretlerinde Denge Sağlanmalıdır”

Sağlık Bakanlığı merkez teşkilatı ile bağlı kurum ve kuruluşlarda görev yapan sağlık çalışanlarının üvey evlat muamelesi gördüklerini dile getiren Durmuş, “Bakanlık merkez teşkilatında çalışanlar tüm Türkiye’ye hizmet vermekte ve belirlenen temel politikaların uygulayıcısı konumundadır. Sağlık çalışanlarının ekonomik, özlük ve sosyal haklarının uygulayıcısı olan merkez ve merkeze bağlı kuruluşlarda çalışanlar adeta cezalandırılmaktadır. Yapılan düzenlemelerde merkez ve taşra teşkilatı uyumunun bozulmamasına dikkat edilmelidir. Bakanlık merkez teşkilatında geçici görevle çalışanlar bir kısım toplu sözleşme haklarından faydalanmakta ancak kadrosu Bakanlık merkez teşkilatında olanlar faydalanamamaktadır. Düzenlemeler yapılırken çalışanlara bütüncül bir bakış açısıyla bakılmalıdır. Bir tarafı yaparken diğer tarafı yıkmak olumsuz sonuçlar doğurmaktadır. Bu yüzden Sağlık Bakanlığı merkez teşkilatı ve taşra teşkilatı arasında ücret dengesi sağlanmalıdır” ifadesini kullandı.

“Görevde Yükselme ve Unvan Değişikliği Sınavlarının Takvimi Belirlenmeli”

Nisan ayında yapılan KİK Toplantısında Görevde Yükselme ve Unvan Değişikliği sınavlarının 2023’ün ilk çeyreğinde yapılması konusunda mutabakata vardıklarını hatırlatan Durmuş, “Bu konuda hem tarihin ilan edilmesi hem de ilan edilecek olan kadroların olabilecek en üst düzeyde belirlenmesi yerinde bir karar olacaktır. İlanın bir an önce yapılması, sınava girecek olanların yeteri düzeyde çalışabilmeleri için önemli bir adım olacaktır. Ayrıca sınavda sorulan soruların mahiyeti çok önemlidir. Sınavda sorulan soruların zor olması nedeniyle ilan edilen kadro sayısından daha az aday başarılı olabilmektedir. Bu nedenle hem kamunun ihtiyacı görülememekte hem de çalışanlar kayba uğramaktadır. Sınavların amacı bilgi düzeyini tespit etmek değil atanacakların sıralamasını belirlemek olmalıdır” şeklinde konuştu.

“Promosyon Süreci Bir An Önce Tamamlanmalı”

Durmuş, Sağlık Bakanlığı tarafından bankalarla yapılmakta olan banka maaş promosyonu görüşmelerinin çalışanlar tarafından büyük bir dikkatle takip edildiğini dile getirerek, “İllerde yapılmış olan banka maaş promosyonu anlaşmaları daha üzerinden bir yıl bile geçmeden anlamını yitirmiştir. Son dönemde yaşanan ekonomik türbülanslar nedeniyle banka maaş promosyonlarının güncellenmesi zaruri hale gelmiştir. Tüm bu süreçler yaşanırken çalışanların ücretlerinde önemli artışlar yapılmış olması ve bankaların bu değişen ekonomik veriler üzerinden değerlendirmeler yaptıklarında çok daha gerçekçi ve yüksek rakamlara anlaşmalar yapılmaktadır. Bakanlığın banka maaş promosyonu konusunda üstlenmiş olduğu rol çok önemlidir. Beklentileri karşılayacak bir anlaşmanın yapılması sağlık çalışanları tarafından memnuniyetle karşılanacaktır” dedi.
